A importância da adição do voto impresso à urna eletrônica como incremento de segurança procedimental e jurídica

Abstract

This Course Conclusion Paper discusses the normative aspects involved in what perhaps is the most relevant act of popular sovereignty of the Democratic State of Law: The act of voting. It has the basic strategic purpose of providing clarity and legal basis to the recent and controversial Law 13.165 / 2015 - Mini-Political Reform, which among other issues inherent in the political process, also deals with the addition of printed vote to voting machine and the influence of this technical/normative rules innovation in the stages of the electoral process. The bibliographic and documentary research on the subject describes and exploits the benefits and obstacles of the law in question, which, when making a qualitative and quantitative approach to the data and information raised, deduces the benefits that the printed vote promotes not only in relation security of voting, but also to the act of counting the vote, giving it a much more accessible form of auditing to the political parties and citizen, evertheless aligns the administrative act of scrutiny with the guiding principles of transparency and publicity of the acts of the administration and the most up-to-date international governmental practices in the adoption of electronic vote machine with printed voting.
