Ser Urbano: um estudo sobre o direito à cidade e as políticas de urbanização das favelas do Rio de Janeiro

Abstract

As a result of a historically unequal urbanization, which began even before the 1950s, the social indicators revealed the negative consequences in Brazilian cities, such as the urban violence, the urban segregation, the social inequality and the housing in slums, in the socalled informal city. Thus, this article discusses Rio de Janeiro's slums urbanization policies in the face of the Brazilian historical context and through the legal apparatus of the Federal Constitution of 1988, which establishes principles for Urban Policy, and the regulation of the Statute of the City. The methodology adopted was the literature review and the exposition of the theories through which it was observed that the main response to this Urban Reform is found in the right to the city, because it implies all the fulfillment of the other rights of each urban being, that is, the one who dwells in the urban space, based on the elementary principle of the social function of the city and urban property, ensuring the beginning of a historical repair of social inequalities.
